While all of "Gotham" thinks of Penguin (Robin Lord Taylor) as their biggest threat, there is a villain far more dangerous and playing the long con living right under everyone's nose: Theo Galavan (James Frain). The charming billionaire is eliminating everyone that stands in his way, unnoticed by lawmakers and citizens alike. He has even got Captain Barnes (Michael Chiklis) believing he is the hero Gotham deserves.
In the upcoming Season 2 Episode 7, we will see Theo approaching the police department, seeking their help in arresting the Penguin, who he claims stabbed him in the neck. Viewers know Theo has imprisoned Penguin's mother and is forcing him to do things that would benefit Theo's political agenda.
Jim (Ben McKenczie), who has experience dealing with the Penguin, takes Theo's complaint with a pinch of salt, but Captain Barnes is too obsessed with taking down the Penguin to smell anything fishy. The coming episode will also see the return of Harvey Dent (Nicholas D'Agosto) aka Two-Face, who has arrived at the GCPD to serve a search warrant for the Penguin.
He also informs the Captain that the judge has called for a state of emergency in Gotham and is planning to grant additional powers to the Mayor's office. This would entail Theo implementing a curfew and ordering the Captain's Strike Force to implement a door-to-door search for the Penguin. The news has clearly shocked Jim, who views the situation as nothing short of martial law.
While Theo is blindsiding the cops, his deceitfully beautiful niece Silver (Natalie Alyn Lind) is trying to isolate Bruce (David Mazouz) from everyone else. In a clip from the upcoming "Mommy's Little Monster", we see her warning Cat (Camren Bicondova) to visiting Bruce again. Silver claims she is Bruce's only friend, and intends to keep it that way.
