India Blackout: Northern, Eastern Power Grids Partially Restored; Train Services Delayed

For the second consecutive day life has come to standstill in half of India after power grid failure hit North and East India in one if the worst blackouts since 2001. On Monday, the Northern Grid which collapsed and was restored after about 15 hours of blackouts, tripped again on Tuesday.
