New Delhi, Nov 22 (ANI): Former Pakistan Foreign Minister Khurshid Mahmood Kasuri has said that New Delhi and Islamabad were very close to framework an agreement on the Kashmir issue during previous Congress-led regime in 2008. Kasuri is in Delhi to participate in Track-II dialogue that also involves Congress leader Mani Shankar Aiyar. Kasuri said that 80-90 percent of the issue was resolved through back channel during Manmohan Singh government.
