VW emissions scandal: EU seeks more powers over national car regulations

The European Union sought sweeping powers over national car regulations on 27 January, aiming to prevent a repeat of Volkswagens emissions test cheating scandal and sparking a tough debate as governments and industry resist change. Europes Industry Commissioner Elzbieta Bienkowska said Brussels would be able to order spot checks on vehicles and order recalls under the proposed new rules. Brazil: Watch 40-inmate prison break after dramatic explosion

Dramatic footage has emerged showing the moment in which at least 40 inmates broke free from a Brazilian jail, following an explosion through an external wall on 23 January. The video, which was circulated by the Folha de Pernambuco newspaper, shows a man entering the compound shortly before an explosion, which sends inmates running and tumbling over the smoking wall, before many turn back. El Chapo: Jail beefs up security over fears of a third escape

Deeply concerned that the worlds most notorious drug kingpin, Joaquin El Chapo Guzman, could escape for a third time, Mexico has beefed up security at his prison, reinforcing the floor of his cell and placing a guard on his door 24/7. Guzman, captured some six months after a brazen prison break via a mile-long tunnel that burrowed right up into his cell, is now being held in isolation in another part of the prison Altiplano.
