FIA president Jean Todt had proposed a cost cap to Formula One teams under which budgets can be monitored and controlled. Elsewhere in London, Kate Winslet and Shailene Woodley, talked up their sci-fi flick “Divergent” at the UK premiere. LOS ANGELES Out in Los Angeles, Pharrell Williams proved he’s got a hat for every occasion. First, the Grammy winning artist sported a green Vivienne Westwood piece at Nickelodeon's Kids' Choice Awards.
