A group of military men reportedly launched an uprising in Valencia, Venezuela. A video circulating shows the men in uniform calling to rebel against the government.A man in the video identified as Juan Carlos Caguaripano Scott stated he was the head of the group. He said the group planned civilian and military action to re-establish constitutional order. Witnesses heard gunshots near Paramacay military fort.
