New Delhi, Oct 19 (ANI): Even as the Prime Minister's Office on Saturday defended the controversial decision to allocate coal block to Hindalco in 2005, saying Prime Minister Manmohan Singh had approved it on the basis of 'merits' of the case placed before him, BJP senior leader Balbir Punj said that in order to allow the CBI to function properly the PM should have resigned. He also said that the coal Scam cannot be investigated properly until Manmohan Singh is the PM.
