Thane, Oct 28 (ANI): Reacting on the Patna serial blast case, BJP leader Nitin Gadkari said that the central government, particularly congress and the State government is responsible for the blasts. Further, he said that the blast took place because of the security lapses at the time when BJP's prime ministerial candidate Narendra Modi was to address his 'Hunkar' rally in the same venue as the blast that is Gandhi Maidan.
