A suicide bomber, who was on foot, detonated while employees were boarding a bus in the parking lot of the Supreme Court compound, said interior ministry spokesperson Najibullah Danish.
Health ministry spokesperson Waheed Majroh confirmed the casualty toll and said that women and children were among the dead.
The supreme court was cordoned off as relatives of court employees had begun to arrive at the location.
Emergency services like ambulances and fire trucks were also present at the scene.
Only last month, two Taliban explosions at the Parliament annexe killed at least 30 people and wounded 80 others in Kabul.
Afghanistan is teetering with insecurity as the Taliban, Al Qaeda and Islamic State group are active in the country.
