The Indian Parliament will finally start its winter session Wednesday, after the government decided to put retail reform plans on hold, according to Farooq Abdullah, the minister for renewable energy, and the Finance Ministry.

The Finance Ministry added that the government's decision to drop plans to allow 51 percent Foreign Direct Investment (FDI) in the country's $450 billion retail sector until a consensus is developed through consultations with various stakeholders was central to the resumption of Parliamentary affairs.
